FAQ
What are the UK Import Models that became effective from 01.01.2022?
UK Import Models as of 1.1.2022 – The UK border locations will offer either the temporary storage model or the pre-lodgement model.
Some UK locations operate a mixed-model approach where either of the models can be used, the location in conjunction with the Ferry operator determines which model applies.
More information about these models as well as updates to regulations and lists of port operating model can be found on the website of the European Commission under Taxation and Customs Union.https://ec.europa.eu/taxation_customs/customs-4/international-affairs/third-countries/united-kingdom/new-import-formalities-bring-goods-eu-uk-1-january-2022_en
What do you need to know about the Pre-lodgement model for UK imports?
When UK border locations operators choose to operate the pre-lodgement model, the IT platform Goods Vehicle Movement Service (GVMS) shall be used.
See the list of ports for GVMS here: https://www.gov.uk/guidance/list-of-ports-using-the-goods-vehicle-movement-service

What should EU carriers and hauliers prepare for when entering the UK?
EU carriers and hauliers need to prepare before moving goods to the UK – In all border locations where the pre-lodgement model is chosen, the carriers and hauliers need to use the GVMS to confirm that they have the correct import or transit documentation. This needs to be confirmed before the goods can be moved between the territories of the EU and the UK. In all designated pre-lodgement locations a GVMS Goods Movement Reference (GMR) is required in all circumstances.

What do I need to know about the new system for processing customs entries in the UK?
HMRC is closing the Customs Handling of Import and Export Freight (CHIEF) system on 31 March 2023. The Customs Declaration Service (CDS) is replacing CHIEF as the UK’s customs platform. All businesses will need to use CDS for the declaration of their goods. KGH is also prepared for the switch.
HMRC will gradually reduce CHIEF services by switching off functionalities in two phases:
- Import declarations – 30 September 2022
- Export declarations – 31 March 2023
